A users from Microsoft Answers forum said that when he used the Windows 10 Update Assistant tool, he could download the new Windows 10 version normally. But when the installation process reached 16%, the download dialed and then the computer restarted without executing the changes.

“I then restart as instructed and the update progress bar reaches 16%, it then reboots and goes to ‘Undoing Changes’, reboots again and I’m back on 1803, update failed, no error message or anything,” the user explained then.

How to deal with this issue?

The Microsoft Answer forum’s Independent Advisor Sumit says that users can enter the Windows Settings app to turn off the Developer Mode and then update Windows 10 version again. “I have seen two cases similar to this (error code) so I believe this has something to with Developer mode. Let us see if it works for you,” he wrote.

If there is no other issue, this Windows 10 v1809 install could fail if Developer Mode is enabled problem will be solved.

Then, the above mentioned user disabled the Developer Mode, and finally his issue disappeared.

“Yes you’re right, Developer Mode was the problem blocking the update. Fixed it by going to Settings – Apps & Features – Manage optional features and uninstalling Windows Developer Mode. Update 1809 worked flawlessly after that.”
